Prime Minister meets the President of Maldives

പ്രധാനമന്ത്രിയുടെ മാലദ്വീപ് സന്ദർശനം തുടരുന്നു, മാലദ്വീപ് സ്വാതന്ത്ര്യ ദിനാഘോഷ ചടങ്ങിൽ മുഖ്യാതിഥി

ഇന്നലെ മാലദ്വീപിലെത്തിയ നരേന്ദ്രമോദിക്ക് പ്രസിഡന്റ് മുഹമ്മദ് മുയിസുവിന്റെ നേതൃത്വത്തില്‍ ഊഷ്മള വരവേൽപാണ് നൽകിയത്.

പ്രധാനമന്ത്രി നരേന്ദ്രമോദിയുടെ മാലദ്വീപ് സന്ദർശനം തുടരുന്നു. ഇന്ന് മാലദ്വീപിന്റെ അറുപതാം സ്വാതന്ത്ര്യ ദിനാഘോഷ ചടങ്ങിൽ പ്രധാനമന്ത്രി നരേന്ദ്രമോദിയാണ് മുഖ്യാതിഥി. ഇന്നലെ മാലദ്വീപിലെത്തിയ നരേന്ദ്രമോദിക്ക് പ്രസിഡന്റ് മുഹമ്മദ് മുയിസുവിന്റെ നേതൃത്വത്തില്‍ ഊഷ്മള വരവേൽപാണ് നൽകിയത്. 

തുടർന്ന് ഇരു നേതാക്കളും നടത്തിയ കൂടികാഴ്ചയിൽ 8 സുപ്രധാന കരാറുകളിലും ഇരു രാജ്യങ്ങളും ഒപ്പുവച്ചു. 4850 കോടി രൂപ മാലദ്വീപിന് വായ്പ നൽകാനും വിവിധ മേഖലകളിൽ സഹകരണം ശക്തമാക്കാനുമുള്ളതാണ് കരാറുകൾ. 

മുഹമ്മദ് മുയിസു അധികാരത്തിലെത്തിയ ശേഷം സ്വീകരിച്ച ഇന്ത്യ വിരുദ്ധ നിലപാടിനെ തുടർന്ന് വഷളായ ഇന്ത്യ മാലദ്വീപ് ബന്ധം മുയിസു ഇന്ത്യയിലെത്തി മോദിയുമായി നേരിട്ട് ചർച്ച നടത്തിയ ശേഷമാണ് മെച്ചപ്പെട്ടത്. സന്ദർശനം പൂർത്തിയാക്കി മോദി ഇന്ന് തിരിച്ചെത്തും

മാലിദ്വീപിന് ഇന്ത്യയുടെ വായ്പാ സഹായം; 4,850 കോടി രൂപയുടെ കരാറിൽ ഒപ്പുവെച്ച് പ്രധാനമന്ത്രി

വിശാലമായ പങ്കാളിത്തത്തിലൂടെ മാലിദ്വീപിന്റെ വികസനത്തെ പിന്തുണയ്ക്കുന്നതിനുള്ള ഇന്ത്യയുടെ പ്രതിബദ്ധത ആവർത്തിച്ച് വ്യക്തമാക്കി പ്രധാനമന്ത്രി നരേന്ദ്ര മോദി. മാലിദ്വീപിന് 4,850 കോടി രൂപയുടെ പുതിയ ലൈൻ ഓഫ് ക്രെഡിറ്റ് (എൽഒസി) നൽകുന്നതിനുള്ള കരാറിൽ പ്രധാനമന്ത്രി ഒപ്പുവച്ചു. ദ്വീപ് രാഷ്ട്രത്തിലേക്കുള്ള രണ്ട് ദിവസത്തെ സന്ദർശനം നടത്തിനിടെയാണ് സംഭവം.

രാജ്യത്തുടനീളമുള്ള പ്രധാന അടിസ്ഥാന സൗകര്യ വികസന പദ്ധതികൾക്ക് ധനസഹായം നൽകുന്നതിന് ഈ സാമ്പത്തിക സഹായം സഹായകമാകുമെന്ന് പ്രതീക്ഷിക്കുന്നു. ഇതിനുപുറമെ, ഇന്ത്യ ധനസഹായം നൽകിയിരുന്ന മുൻ എൽ‌ഒ‌സികളിലെ മാലിദ്വീപിന്റെ വാർഷിക കടം തിരിച്ചടവ് ബാധ്യതകൾ കുറയ്ക്കുന്നതിനുള്ള ഒരു ഭേദഗതി കരാറിൽ ഒപ്പുവച്ചു, ഇത് രാജ്യത്തിന് കൂടുതൽ സാമ്പത്തിക ആശ്വാസം നൽകുന്നു.

കൂടാതെ, സാമ്പത്തിക ബന്ധങ്ങൾ ശക്തിപ്പെടുത്തുന്നതിനും ഉഭയകക്ഷി വ്യാപാരം വികസിപ്പിക്കുന്നതിനും ലക്ഷ്യമിട്ടുള്ള ഇന്ത്യ-മാലദ്വീപ് സ്വതന്ത്ര വ്യാപാര കരാറിനായി (IMFTA) ഇരു രാജ്യങ്ങളും ഔപചാരിക ചർച്ചകൾ ആരംഭിച്ചു.

ഇരു രാജ്യങ്ങളും തമ്മിലുള്ള നയതന്ത്ര ബന്ധത്തിന്റെ 60-ാം വാർഷികത്തോടനുബന്ധിച്ച് ഒരു സംയുക്ത സ്മാരക സ്റ്റാമ്പും പുറത്തിറക്കി.

വിവിധ മേഖലകളിലെ സഹകരണം കൂടുതൽ ആഴത്തിലാക്കുന്നതിനായി നിരവധി ധാരണാപത്രങ്ങളിൽ ഒപ്പുവച്ചു. മത്സ്യബന്ധനം, മത്സ്യകൃഷി എന്നിവയെക്കുറിച്ചുള്ള കരാറുകൾ, ഇന്ത്യയുടെ ഇൻസ്റ്റിറ്റ്യൂട്ട് ഓഫ് ട്രോപ്പിക്കൽ മെറ്റീരിയോളജിയും മാലിദ്വീപ് കാലാവസ്ഥാ സേവനങ്ങളും തമ്മിലുള്ള കാലാവസ്ഥാ സഹകരണം, ഡിജിറ്റൽ പരിവർത്തനം പ്രോത്സാഹിപ്പിക്കുന്നതിനായി വിപുലീകരിക്കാവുന്ന ഡിജിറ്റൽ ഗവേണൻസ് പരിഹാരങ്ങൾ പങ്കിടൽ എന്നിവ ഇതിൽ ഉൾപ്പെടുന്നു.

ഇന്ത്യൻ ഫാർമക്കോപ്പിയയെ മാലിദ്വീപ് അധികാരികൾ അംഗീകരിക്കുന്നതിനുള്ള ഒരു ധാരണാപത്രവും ഒപ്പുവച്ചിട്ടുണ്ട്. ഇത് ഔഷധ ഉൽപ്പന്നങ്ങളുടെ സുഗമമായ വ്യാപാരം സാധ്യമാക്കും.

കൂടാതെ, ഇന്ത്യയുടെ ഏകീകൃത പേയ്‌മെന്റ് ഇന്റർഫേസ് (യുപിഐ) മാലിദ്വീപിലേക്ക് കൊണ്ടുവരുന്നതിനും സാമ്പത്തിക ബന്ധം ശക്തിപ്പെടുത്തുന്നതിനുമായി എൻ‌പി‌സി‌ഐ ഇന്റർനാഷണൽ പേയ്‌മെന്റ്സ് ലിമിറ്റഡും മാലിദ്വീപ് മോണിറ്ററി അതോറിറ്റിയും തമ്മിൽ ഒരു നെറ്റ്‌വർക്ക്-ലെവൽ കരാർ അവസാനിച്ചു.

ഇന്ത്യ ധനസഹായം നൽകിയ നിരവധി പ്രധാന വികസന പദ്ധതികളുടെ ഉദ്ഘാടനവും കൈമാറ്റവും ഈ സന്ദർശനത്തിൽ നടന്നു. ഇന്ത്യയുടെ ബയേഴ്‌സ് ക്രെഡിറ്റ് സൗകര്യങ്ങളുടെ കീഴിൽ ഹുൽഹുമാലെയിൽ നിർമ്മിച്ച 3,300 സോഷ്യൽ ഹൗസിംഗ് യൂണിറ്റുകളുടെ ഔപചാരിക കൈമാറ്റവും അദ്ദു സിറ്റിയിലെ റോഡുകളുടെയും ഡ്രെയിനേജ് സിസ്റ്റം പദ്ധതിയുടെയും ഉദ്ഘാടനവും ഇതിൽ ഉൾപ്പെടുന്നു.

ഇതിനുപുറമെ, പ്രാദേശിക അടിസ്ഥാന സൗകര്യങ്ങൾ മെച്ചപ്പെടുത്തുന്നതിനായി ആറ് ഹൈ ഇംപാക്ട് കമ്മ്യൂണിറ്റി ഡെവലപ്‌മെന്റ് പ്രോജക്ടുകളും (എച്ച്ഐസിഡിപി) രാജ്യത്ത് ഉദ്ഘാടനം ചെയ്യും. സുരക്ഷ ശക്തിപ്പെടുത്തുന്നതിനായി ഇന്ത്യ മാലദ്വീപ് പ്രതിരോധ മന്ത്രാലയത്തിന് 72 വാഹനങ്ങളും വിവിധ തരം ഉപകരണങ്ങളും കൈമാറി.

The two leaders reflected on the deep bonds of friendship and trust that have been built over centuries, strengthened by strong people-to-people ties. Both leaders also took stock of the progress in the implementation of the India-Maldives Joint Vision for a ‘Comprehensive Economic and Maritime Security Partnership’, adopted during the State Visit of the President of Maldives to India in October 2024. Prime Minister reiterated India’s commitment to further deepen ties with Maldives in keeping with its "Neighbourhood First’ and Vision MAHASAGAR policies. President Muizzu appreciated India’s commitment of being the First Responder for Maldives when it came to dealing with any crises. The two leaders discussed cooperation in the fields of development partnership, infrastructure support, capacity building, climate action and health. They also called for further strengthening defence and maritime security cooperation and, in this regard, noted the collaboration between the two countries under the Colombo Security Conclave.

The two leaders also reviewed the economic partnership between the two countries. Prime Minister underscored that the proposed Free Trade Agreement and the Bilateral Investment Treaty would open new opportunities for both sides. Noting that the two countries must take advantage of the digital economy, especially to promote tourism, he welcomed the recent understandings on UPI adoption, acceptance of RUPAY card and trade in local currencies. The two leaders highlighted that the close development partnership between the countries was adding new value to the already strong people-to-people ties.

The two leaders noted that, as Global South partners, they would continue to work on issues such as climate change, promotion of renewable energy, disaster risk reduction and weather science in the interests of the planet and its people.

Prime Minister thanked President Muizzu for his strong condemnation of the Pahalgam terror attack, and the solidarity extended to India in the fight against terrorism.

The two leaders witnessed exchange of 6 MOUs in the fields of fisheries and aquaculture, meteorology, digital public infrastructure, UPI, Indian pharmacopoeia and concessional Line of Credit. The new Line of Credit offers Rupees 4850 crores [ approx USD 550 million] in support of infrastructure development and other activities in Maldives. An Amendatory Agreement for the existing LoCs was also exchanged. It reduces Maldives’s annual debt repayment obligations by 40% [from USD 51 million to 29 million]. Both sides also exchanged Terms of Reference of the proposed Free Trade Agreement.

The two leaders also virtually inaugurated a roads and drainage system project in Addu city and 6 High Impact Community Development Projects in other cities. Prime Minister handed over 3,300 social housing units and 72 vehicles for Maldives National Defence Force and Immigration authorities.

Prime Minister also handed over two units of Aarogya Maitri Health Cube [BHISHM] sets to the Government of Maldives. With state-of-the-art medical equipment as part of the cube, it can provide medical aid to 200 casualties with in-built support to sustain a crew of six medical personnel for up to 72 hours.

In keeping with their deep commitment to conserving nature, the two leaders planted mango saplings as part of India’s "Ek Pedh Maa Ke Naam” [Plant for Mother] and Maldives’s "Pledge of 5 million Tree Plantation” campaigns.

Prime Minister reiterated India's commitment to support Maldives and its people, as per its requirements and priorities, and for the peace, progress and prosperity of the Indian Ocean region.
